Open Market Hiring System

WELCOME TO THE NEW YORK CITY DEPARTMENT OF EDUCATION ONLINE OPEN MARKET TRANSFER SYSTEM. THE OPEN MARKET TRANSFER PERIOD FOR THE 2021-2022 SCHOOL YEAR IS FROM APRIL 14TH 2021 – AUGUST 9TH 2021.

One of the important changes in the current collective bargaining agreement between the United Federation of Teachers and the Department of Education is the creation of an open market hiring process that will increase opportunities for teachers and other current staff who are applying to seek positions in different schools throughout the system. Offering this opportunity to all staff provides wider choices for both staff and schools and will help facilitate better matches between current employees seeking new positions and schools seeking to fill vacancies with qualified and experienced professionals.

The Open Market Transfer System (OMT) is used by staff in all regularly appointed UFT titles including Teachers, Guidance Counselors, School Secretaries, Lab Specialists, School Psychologists, Speech Improvement, School Social Workers, Attendance Teachers, and UFT Paraprofessionals. At this time, applications for new schools must be submitted through the process indicated on the New Schools Site. This site includes postings with extensive information on the new schools’, positions, application process and selection criteria.

Hard-to-Staff (HTS) Salary Differential: The HTS salary differential is designed to promote recruitment and retention in designated teaching licenses and/or other UFT-represented titles within specific schools in the Bronx, Brooklyn and Queens. Eligible educators will receive a salary differential for the 2021-22 school year. For a list of the designated licenses and titles within specific schools, review the Hard to Staff Salary Differential Fact Sheet on the InfoHub. (Note: You will need to login with your NYC DOE employee username and password. Once logged into the InfoHub, you may need to click on Hard to Staff Salary Differential Fact Sheet again). Interested employees may apply to these designated schools and applicable vacancies through the Open Market Hiring System. New itinerant bilingual school social worker, psychologist and speech teacher positions in Bronx districts are also eligible for the HTS salary differential. Important Steps for UFT Excessed Staff - ACTION REQUIRED - ENTER/UPDATE CONTACT INFORMATION IN OMT: It is essential for employees placed in excess to update their contact information in the OMT immediately. OMT is the primary portal for obtaining information regarding positions, job search support, and instructions on where to report in September.

INFORMATION ON WHERE TO REPORT ON THE 1ST DAY OF SCHOOL Assignment locations will be finalized in late August and will be viewable via the “My Current Status” link. Since ATRs might not report to the school they reported to in June, all excessed staff members must check back to verify reporting location for school opening.
